PARIS, Oct.. 19.. The fortitude of Paris throughout the war will be rewarded this after soon with the Croix de Guerre. The presentation being made at Hotel de Ville by President Poincare. The Allied countries and cities will be repre sented.

The Supreme Council decided yesterday that General Mangin shall be sent to the Baltic Provinces, in connection' with the evacuation of von de Goltz troops.. General Mangin, until recently, was in command of the French scoops of the Rhine Occupation and is one of France's youngest and most energetic generals. He played a prominent part in one of the greatest battles of war.

In the course of a debate in the French Chunter of Deputies, on the Bi inproving the treatment of collecting taxes, M. Klotz, Minister for Finance, remarked that many pessimistic and inaccurate statements of the French financial position boen nade. In spite of the war, and vast Bums lent by the United States. France is still the greatest creditor couany the world. Before the war the tumunt of money invested by French citizens abroad was 1,020,000,000 pounds sterling: of which Busia absorbed one-fourth. French advances to other countries during the war was 280 millions sterling. There was also a sum of 200 milions sterling due for material, of which only one-tenth was due by Russia. France thus hul claims on other countries amounting to 61 miliarde of iranes or 2,140 millions sterling; which was 50 per cent. more than what he owed to Great Britain and the Ualted States. That was, besides her claims or Germany. From the budget point of view before the war France's reveante amounted to 168 millions sterling. The budget estimate for 1010 was 245,920,000 sterling; but the actual receipts, were so much above the estimate that the total revenue might fairly be put at 400 millions. The prizeipal increase is the stamg, duties, an excellent sign showing that mortgages were paid off estates, changing bands," and farmers becoming landowners. M. Klotz said: There has been no doubt that the country could support 50 per cent. more taxation then it does now; especialy when the invaded departments would bear their share. This increase would enable receipts to balance the expenditure.
