The conditions which the Financial Commission of the Presidency would attach to the Consortium's operations are altogether too_transparent to deceive any one. Even if the free- dom of China to borrow anything up to $10,000,000 without inter- ference from the Consortium were not enough to keep Tuchuns and Government departments going, the desired distinction between political and commercial loans would leave on one side or the other a more than sufficient loophole. It is hardly ne cessary to say that such conditions, is accepted, would render the Com- sortium a farce. What the Financial Commission tries to ignore is that

That this attempt is made in the interests of the Chinese people and so recognized, Is shown by the many private Chinese appeals that have reached the Legations latterly not to lend Peking any money whatever. If the policy of men like-Viscount-Uchida - and Mr. Hara, who wish Japan to stand in unreservedly with the other Powers, succeeds, the Consortium will be effective. If not it appears doomed. The only practical result of the Financial Commission's re- commendations either, way is to deepen the mistrust of the men in power in Peking.-N.C.D.N.

ADVERTISING HINTS BY A YANK

Mr. E. Sampson of Denver, U.S.A. sees all mankind as an endless prö- cession of sandwichmen. "In the broader sense," he declares, "advert. ising includes the very clothes you wear and the way you speak." He is convinced that. "life is full of effective advertisements which never find their way into print, because no real advertiser is on_the_spot_to_see them."

Here are some of Mr. Sampson's opinions with a bearing on the daily life of most people

The acid test of a good advertise ment is this: Does contain an element of real, live, human interest? Something that reminds you of the first tree you ever climbed; the first girl you ever kissed?

It is always safer to use humour in writing advertising to men than to use it in advertising to women.

Man has respect for the word: be sees in print. Type parries authority, Call it "the punch" " 'the red blood," "the brutal element,” “hu- man interest," or what we will, süg- gestion delivers the goods," gets the results.

It is a relief to turn from columns of war, murder, suicide, and scan dal to this good, healthy, resource ful advertising reading.

Mr. Sampson is a firm believer in the advertising letter. This has been reduced to a fine art in America.. A tradesman hears that there has been an addition to your family, so he writes:

"Dear Little New Baby,

"You've begun to want things before you can talk,

"Perhaps you want a pretty sew carriage cover or a beautiful new rattle.

P.S.-Mother!

"As this is the first business letter your baby receives, why not keep it among his mementos.2**

This was, Mr. Sampson assures his readers, "a closing letter that pulled," Evidently -Denver, USA/ is a different sort of place from London, England,
