At the annual conference of the National Union of Scottish Mine Workers at Ayr; an. August 13, Mr. Robert Smillie, president of the Miners' Federation, who was former ly the president of the union, was accorded an enthusiastic welcome. "I am still," he said, "a strong, be- liever in our two movements going. forward side by side. There is an idea inthe minds of some men that all our questions should be settled in the House of Commons, and that th time has almost come when we sh have sufficient political power to lay aside our industrial power. Nothing - could be more foolish. (Cheen) › We are still a bag way from the stage when we can afford to give up our power of combination outside Parliament. There is no reason why we should not strengthen our forces inside the House of Com mons and keep our forces outside strong. We hear about drastic action and lightning strikes, and the downtools policy, but we know practically nothing about that now- compared with the old days. I am "exceedingly anxious to prevent local outbreaks and lightning strikes. I want to maintain the power to have. such strikes, should they be necessary, but I want to have that power vested in the larger body, and I want that body to be in a position to negotiate -new for a settlement before a stoppage 'takes place.” ... A section of the Government would be delighted to fight the workers section in order to divide them centrally and generally. "We ought," added Mr. Simillie, to be wise enough.. not to allow them to divide us on great national questions. The horizon is black at present, but I am hopeful that a brighter and better time is coming for the workers". (Cheers.)
In his presidential address Mr. John Robertson, M.P., referring, to the General Election, said if the workers could, have the same chance- to make their choice to-dây an they had in December, after six months” experience of the Coalition, he was Confident that labour would be in a position to form the first Labour Government in the country. Some thing had been said about losing the human touch between employed and employers, but from what he had seen of it in the mining industry he considered they could not lose it à moment too soon..
