RECOLLECTIONS OF LORD

HALDANE.

Lospox, October 9th. The Westminster Gazette publishes the. recollections of Lord Haldane from 1906 to-1914, when he was War Minister.

Lord Haldane relates the steps taken to reorganise the army in order to cope with the apprehended German peril. He also relates his conversations with the ex-Kaiser and General von Bulow when he visited Berlin in 1000, (which are already known), also the ex-Kaiser's visit to Windsor in 1907, when the proposal to hold a conference in Berlin between Britain, France, Russia and Germany, relative to the Bagdad railway interests, was accepted, but subsequently rejected by Berlin. Lard Haldane expresses the opinion that if the Bagdad question had been settled, one great olmtacle to recon- ciling German with British and French interests would have disappeared.

The demand for nearly all lines of cotton piece goods which has existed in North China for some time has finally been reflected in market con. ditions in Eongkong, and piece gooda importers there believe that fair business may be anticipated. The Hongkong trade in all staple lines has been particularly active especially in Greys and whites; in fact, the demand for some goods has been so brisk that deliveries have been inade directly ex ship. A very consider- able portion of Hongkong stocks have been shipped to North China to meet the stronger demand there, and sales have been made at advanced prices, though, as a rule, the Hong kong prices have not advanced as. rapidly or as far as replacing costs. There has also been a very brisk trade lo some grades of fast-black Italians and Venetians and practically all other items in Fancies. Orders have

been placed recently for a very fair supply of American fancy goods- the best line of orders, the United States has received, from the Hongkong piece-goods "market for some time... Trade has been greatly interfered with by the delay in cable service, which has been so great. most of the time that prices have advanced beyond the reach of Hong kong orders while the latter were in transit.

Beal then asked the Chaplain to convey on behalf of the men who had participated in the various outings their grateful thanks to his friends who had always been ever eager to assist him whenever he desired to organise an outing or a pienie of a whistdrive and to inform them that their assistance was highly appreciated, not forgetting the Hong keng Canton and Macao Steamboat Company for their great concession viz., reduction in the fares for this particular trip and also previous ones. Before concluding and as this is possibly the last of the splendid trips etc., Master at Arms Bealremarked that he had been approached by various ratings on board who desired to know if they could not show in" a tangible form their esteem and appreciation for the Chaplain for his antiring efforts in connection with the outings which had been so much enjoyed, and when a small subscrip- tion from those who cared to subscribe was mooted it met with enthusiasm and goodresponse so much Bo that a nice gold watch and chain was the gift presented to the Chaj- lain who accepted it with "grest. pleasure and remarked that it was really more than he deserved as he considered the services he rendered
