THE LON. SCHEME..

LONDON, Aug. 15. In the House of Commons, reply. ing to Mr. Kenworthy, Mr. Barnes said the extent to which non. European countries, including the Japanese and possessions not fully self-governing, including India, could adopt the principles laid down in Article 427 of the League of Nations governing the conditions of labour, would be worked out at an inter national labour conference.

As regards the eight hours day or the 48 hour week, the organising committee, which was preparing for the First conference in October, had invited the states mentioned to Indicate the equivalent limitation of working hours considered suitable in "the" special circumstances of their countries. India was not in the same category as the non-fully self- governing colonies because she was a full member of the League of

GREEKS AND THRACE.

· PARIA, August 14th. H. Venizelos's alternative scheme in re gard to Thrace proposes the interna fionalisation of Dedeagatch under the League of Nations Commission, which should also control the railway from Dedeagatch to Bulgaria thus ensuring the latter access to the Aegean.

M. Venizelos claims for Greece: the whole of "Thrace," from the pressing Creek frontier to a line drawn from the head!! of the Gulf of Saros to Midisson the Black Sea, because the Greaks here out number the Bulgarians br are to de

PARIS, August 17th. The Supreme Council has taken an im portant step towards the solution of the Thrace question.

A scheme for the partition of the coun try on the following lines is generally favoured:-

Easternmost Thrace, with Adrian- ople and the Black Sea Coast, would form part of the future International State of Constantinople..

In Centen! Thrace a wide corridor would be demarcated running from the Bulgarian frontier to the sea, in- cluding the port of Dedeagatch This would be made an International State under the League of Nations, and through it Bulguria would have access to the Aegean Sea,

Western Thrace would go to Greece, with the exception of a small area ad joining the Bulgarian frontier of 1919 which would be given to Bulgaria M. Venizelos does not agree with this. solution, and has an alternative scheme which has not found acceptance with all the Powers..
