"Baron Dei, who writes in the sui, probably feels free to criticise, since he gave up his portfolio at a time when com munications in Japan had been reduced to a state of great ineffici ency and the employees of the Depart int to a condition of dis content, without any attempt having been made to remedy either. "Prices and ideas," he says. "make the general atmosphere In this country heavy and oppressive. This comes of the general agitation of thought. and the general rise in prices all over the world. The doctrines going under the name of Confucianism include: some that come near Communism, and Buddhism places all living be- ings on an equal plane; but when they came to Japan they were all filtered through the healthy national idiosyncracy of the people and turn- ed into instruments for promoting the welfare of the nation." Their position and their outlook pre- vent them from taking desperate and indecent action and raising distur- bances without grave provocation, but when their patience, stretched to the utmost, snaps, the result will
