On the Harbin Market, there is a remarkable difference between the Rouble notes issued by the Romanoffs: and the Omsk government. The Chinese with an eye on the main → chance had been making a bustl

ing business in purchasing a great quantity of Omsk notes on the Har- bin market and exchanging there for Romanoff notes in West Siberia. The Russian authorities concerned got wind of the sharp practice and conducted an examination on the Chinese rail- way passengers a: Davla Station on the Trans Baikalian Line in the early part of the current month. As the result, altogether R.12,000,000 almost exclusively in Romanoff notes and one pood of alluvial deposit were recovered and confiscated. The Chinese authorities concerned filed a strong protest with Maj. Gen.. Semenoff and demanded the re-f storation of the notes and gold to the original owpers. This dem- and is unheeded on the strength of the provisions in the law issued by the defunct Romanoff Government stipulating that any sum exceeding. R500 should not be "carried out of the Russian territory by individuals. unless by post or through a bank. and that the same provision has been revised by Adm. Koltchak who has raised the maximum to R.2,500 and that any excess amount is liable to be confiscated

The notes, etc. seized will be duly transmitted to the Omsk government for final disposal.
