SUSTAINED...
The bill to establish a Ministry of Ways and Communications was again considered on May 15 by the Stand- ing Committee of the House of Com- mons under the presidency of Mr. William Brace (Lab-Abertillery) at the House of Commons.
The new clause proposed by Mr. Shortt Home Secretary) for the set- ting up of advisory committees was first considered.
Mr. Jaynson-Hicks (C.U.Twick enham) hoped that progress would be made by the acceptance of aménd- ments which he proposed to move. limiting the power of the Minister with respect to the control of the committee and its functions, and to give to the panel powers to choose. their own committees and matters. to be dealt with.
Sir Eric Geddes declined to accept. the amendment, which he said would hamper the Minister and cause delay in his policy. He agreed to insert werds providing, for reference to the committee of matters in respect of which the owners of the undertakings concerned objected.
This was agreed to.
Mr. Joynson-Hicks hinted that it might be necessary to oppose this. part of the bill on the Report. stage:
Sir Eric Geddes accepted an amend- ment by Mr. Joynscn-Hicks providing that those affected or likely to be affected should be enabled to place their views. before them, orally or in writing.
Sir Eric said he could not accept other amendments calculated to hamper the actions and policy of the Ministry.
Mr. Jack Jones (Lab.-Silvertown) moved an amendment providing that the advisory committee should con- sist as to one half the membership of representatives of labour.
The amendment was negatived by 23 votes to 10..
Sir Eric Geddes said he voted against the amendment not because: he did not think that labour was entitled to a full share of representa- tion, but because he was afraid of making the committee unwieldy, Other interests concerned would ask for similar concessions. It would be his endeavour to give all interests, and not least, labour. adéquate repre sentation.
The clause relating to advisory committees was then agreed to as, amended..
A "STERILISING" AMENDMENT. Colonel Sir Rhys Williams (U- Bambury), on behalf of Sir Eric Ged- des, brought forward a new clause giving power to the Minister to establish and work transport sevices by land or water, and to acquire, either by agreement or compulsorily, land or easements, and construct such works and do everything neces- sary for the purpose.
Mr. Joynson-Hicks said a number? of amendments were put down in order to restrict the power proposed to be taken by the Minister under this section.
Sir William Raeburn (C.U-Dum- barton) moved to preface the clause with the words "for a period of two years after the passing of this Act."
Sir Eric Geddes expressed surprise at the amendment, which could only have the effect of sterilising the whole clause. It was the view of the Government in respect of this bill as well as other bills to meet the needs of the public in matters of health, housing, and agriculture that there must be a degree of permanence about the provisions for establishing the machinery.
Mr. Neal (L-Shefheld, Hillsboro) said it would be in the power of Parliamen: at the end of two years to deal with the 'scheme.
Mr. Renwick (C.U-Newcastle, Central) said there was nobody who knew anything about shipping who was not sick and tired of the Govern ment management of shipping. It was such as would have ruined any. private shipowner.
Mr. Wignall (Lab-Forest of of Dean) said, judging from the epithets which had been applied to the Government is would seem as if they were in a den of thieves who were trying to do down somebody, instead of a body of honest and straightforward businesa men. He was opposed to limiting the power of the Minister in the manner pro-/ posed in the amendment
CHAIRMAN'S CASTING VOTE. Sir Eric Geddes said he would propose to add to the clause 2 provision that the Minister should not commence the construction of any new works or provide equipment for any transport service not already establised, before the date mentioned in the Act.da
The amendment proposed by Sir William Raeburn was then submitted to the Committee,

The voting was equal, twelve' voting each way. Sir Eric Gedder, did not vote.
The Chairman. gave bis casing vote against the amendment, rernark ing that he regarded it as a matter of principle not to vote for a change change in a bill in such a case,
Sir Eric Geddes said he would raise the question on the Report stage.
The clause was passed, and the Committee adjourned
