CORRISPONDENCE WITH LATE AUSTRIAN EMPEROR.

Letters exchanged between tha Emperor Francis Joserh and the ex- Kaiser early in July, 1914, are pub lished in the periodical "Deutsche Politik," together with an article which. sccording to the "Vessische Zeitung." shows that the alleged Potsdam Crown Council of July 5, 1914, never took place. On that day the Austro-Hungarian Ambassador handed the Kaiser an autograph letter front the Emperor Francis Joseph. In the afternoon the Kaiser discussed the political situation with Herr Bethmann-Hollweg and Dr. Zimmermann, and the result was the Kaiser's reply to the Emperor Francis. This is said to have been all that happened that day.

In his letter the Emperor Francis." referred to the well-known memoran-" dam of the Vienna Foreign Ministry on the Sarajevo assassination, and said the assassination was the direct consequence of an agitation on the part of Russian and Serbian Pan- Slavs, whose object was the destruc- tion of the Austro-Hungarian rion- archy. The assassination was a well-organised plot whose threads epianated from Belgrade.

The Emperor Francis Joseph them represented the insecurity of the Rumanlan allance in any serious eventuality, and said Rumania could only be retained for the Triple Alli ance if the existence of the Balkan. alliance under Russian patronage was made impossible by Bulgaria joining the Triple Alliance, and if it was clearly given to be understood in Bucharest that the friends of Ser- bia could not be the friends of Ger-

I must refrain from expressing an opinion on the question pending be tween your Government and Serbia, I regard it, however, not only as a moral duty of all civilised 'States, but as a necessity to their self-preserva- tion, to oppose by all means by active propaganda a deed which clearly selects the framework of the mon- archy as the object of attack. I re- cognise the necessity of liberating the, southern frontiers of your State- from this heavy pressure. I am, therefore, ready to promote so far as possible the effort of your Govern- ment to frustrate the formation of a fresh Balkan alliance directed against Austria-Hungary, and to bring about.. as a further counter-weight the in. clusion of Bulgaria in the Triple Alli ance." THE SYSTEM.

There really is something dimly magnificent in the thought that. however much the Treasury may rage or committees may investigate, nothing ever happens to officials in public departments whose mistakes. Involve the country in millions of pounds of wastage. Probably no one has had the heart as yet to total up- the revealed wastage of the Ministry of Munitions since it was inaugurat- ed, only four years ago, but we know generally that it runs into many millions. Who is responsible? Under the theory of our public service the responsible person is the political chief. The Department bas had four political chiefs. One is now Prime. Minister; the other three all hold important Ministerial positions. No one exclaims; it is recognised that these eminent gentlemen probably did not know whether the money: spent was well spent or not. There Is a story of one of the four of an occasion when be was holding forth at a meeting of notables on some, munitions question. He talked a long time and then paused for breath, whereupon one of bis colleagues rose slowly, and said, "Mr. Blank, have you any idea what you are talking about?" But, the average person says, there 'must be someone who actually is. responsible. No. The ample mantle. of the Minister covers all his subord- inates. For what is well done he takes the praise. For what is ill done he relies on his majority in the House of Commons to absolve him He relied on his experts, and the experts, except when honours zec being distributed, preserve a happy".
