GERMAN PREWAR PLOTTING.
The refusal of the Board of Trade to grant a licence to Mr.Henry Gard ner, of Metal Exchange buildings, E.C., formerly chairman of Henry R, Merton and Co., to trade in non ferrous metal was before the Divi- sional Court in the King's Bench Division on May 30, consisting of the Lord-Chief Justice and Justices Dar ling and McCardic.
Mr. Gardner appealed from the decision of the Board of Trade, who based their refusal on Section 5 of the Non-Ferrous Metal Industries Act, which gives the board power, ta refuse a licence if "a company, firm, or individual is by any means what ever subject directly or indirectly in the conduct of his business to enemy. influence or association."
Sir Charles Stewart, who last year was public trustee, was called on behalf of Mr. Gardner. He said that as public trustee he acted as trustee under the will of Mr. Zachary Merton who left a large fortune to British charities. If he had got a licence it had been his intention to form a company. He had in his mind the gentlemen he proposed to put on the board. There. was not one who was not an English ¦ mao. He did not intend to have any German or any person, who could use German influence upon the board of management.
He had made arrangements for the finance of the proposed company, and a large English bank had agreed to find a considerable portion of the capital. The capital would be British entirely.

GREAT FILM ACTOR.
Mr. Fred Goodwins, the film actor, who was Charlie Chaplin's press agent for two years, gave an in- teresting lecture recently to the members of the Stoll Picture Theatre Club. Most of us know that Charlie Chaplin began his life as an eateri tainer as a member of a Lancashire dancing troupe. He was then only seven years of age. He and his brother had a very bad time helping their mother by working for a sweat- ing tailor. Between them all, they made exactly fourteen shillings a week.
Charlie Chaplin, even when he got, his first important film engagement, did not have ar easy time.
The Keystone firm gave him £40 a week, and its chief producer thought the firm had made a bad bargain. However, the English lad perspaced the American producer to give him a free hand. He made his own pic- tures, and in three months he had set all America laughing; then the Chaplin craze crossed the Atlantic, and even penetrated to China. A fiim of a Chinese audience laughing at Charlie Chaplin would be worth seeing.
