They could and would have offered no opposition to the world dictators, whose decisions they would have ended by accepting. And this acquiescence, however provision- al, would have tended to relieve the Allies of ansible part of their load of responsibility. It would also have linked the Russians, loosely perhaps but perceptibly, to their former Allies. It would have impart ed a settled Ententoph direction to Koltchak's policy, and communicated it to the nation. In short, it might have dispelled some of the storpa elquds that are gathering in the East of Europe.

KOLTCHAK'S ADVANCE.

Russia is apparently nearing the end of her long-drawn-out sgody. Koltchak's army is advancing, not quite so rapidly as is commonly assumed, but steadily. If circum- stances prove superlatively favour able, he may reach Moscow some time this year, especially if Petro- grad be captured in the meanwhile. These eventualities, if they come to pass. would be followed by the collapse of Bolshevism as a political power, and if Koltchak were the first to reach Moscow it is he who would rule the land. at least for a while, not perhaps with his present Cabinet nor with any party admini- stration, but with men of knowledge, experience, and character. Whether this stage would coincide with the complete restoration of sound, stable conditions is another matter. Would Kolchak's' programme be drawn up with any object but the wel" re of

How little likely Russians are to barter ideal boons for material advantages may be gathered from an incident worth noting that occurred in the months of April and May, when the fall of the capital was expected. The one thing necessary for their success against Bolshevism was, the capture of Petrograd. If that city, which, despite its cosmopolitan character, is still the centre of poli- tical Russia,"could be wrested. from the tenacious grasp of Lenin, and Trotsky, the fall of the Bolshevist Tearlets was a foregone conclusion. The friends of Koltchak accordingly pressed, every lever to set the ma- chinery in motion for the march against Feter's city. And, as of all helpers the Finns were admittedly the most efficacious, conversations were begun with their leaders. The Finns were ready to drive a bargain, but it must be a hard and lucrative one. They would march on Petro- grad for a price. The principal coo- dition they laid down was, the de- finitive recognition of their complete independence within frontiers which I am not concerned to discuss. The Koltchak Government was ready to treat with the Finnish Cabinet, as with de facto Government, and to recognize Finland's present status, but as they could not give what ther did not possess, their recognition must, they explained. be, like their own authority, provisional. To this the Helsingfors Government de murred. The Russians remained... firm, and the negotiacions fell through...
