(of the demonstrutives of rabber excit- ? able students and Shamung peti- tiones in front of the main gate of j the President's Palace Lad how, after according an interview to their representatives, the President was pestered by a second deanand when the Tientsin delegatas arrived on the SOPAR. The latter succeeded in having speech with the President late that afternoon and nude three) demands which His Excelency jenuntered very neatly. The first. was
that, if it were tu late to send aļ tojegneme to Park instructing the Chinese delegates not to sign, President should save a mundute ¡explaining the situation. To this he consented. The second deband was that the Sanding railway extension agreement should be abrogated. In reply the President pointed out that the prelimine agreement had been signed and that it could not very well be cancelled, but he underfook before ratification that everything possible to safeguard national in terests would be done.
The third request was for the dia solution of the Anfu Chub. To this demand Esu Shih-chang replied that in all countries where libera: ideas i on the subject of government "pre tailed the right of organization for political objects was recognized, and this particular organization could not be dissolved because of its special tenets, but if it contravened the law then it could be oppressed,

THE ALEXANDRA CAFE,
BOMB-MAKER DEBTOR.
A debtor, John Root, of Harne Bay, at Canterbury Bankruptcy Court on Saturday, May 81, de- acribed the treatment which he stated he had received as a contract tor for Stokes bombs under the Ministry of Munitions. There wus, be claimed, at least £700-and possibly double that amount owing to him, by the Ministry.
After considerable trouble in get- ting various documents, he said, a shell inspector came to Herne Bay. and stayed six weeks. At the end of that time he was told it was "only a visual inspection." (Laughter.) The visual inspector himself was inspect- ed by other inspector.
The debtor said there was after, trards great delay in getting the boxes to pack the bombs, and when they did arrive they were short of the number needed. When the bombs were sent away it was month's before their inspection wie com- Įpleted.
The Official Receiver reed a letter from the Assistant Financial Secre- tary of the Ministry of Manitions soy- ing:After careful examination of the contractor's account it appears that there is now standing to hig credit a sum of £139 186.
ترا
The debier said that although bis solicitor and he had been struggling for more than a year, to get some- thing out of the Ministry this was the Grat intimation he had received that there was money owing to him. An officer from the Ministry told him he must pay his employees the 12 per cent. bonus, saying that it would be refunded by the Ministry. When he applied for the money it was refused on the ground that it was La controversial matter.
The examination was adjourned *axofil July 12...
