A judge of the High Court has opportunities of estimating the cur zent standards of morality such as no other citizen can claim. It is not merely says the Standard, that in the ordinary activities of his office he must needs be aware of the increas ing or diminishing frequency and gravity of crime. The character of the cases which came before him, the tone of the evidence which is given, make him familiar with what is more important than the number of crimes. committed, the attitude of the public towards criminal and Immoral.con duct, the severity or laxity of feeling upon questions of behaviour, in fine, the tone of the national morals., At the same time we may fairly count upon a judge to avoid reckless. statement, rash generalisa tion from one glaring case, and, if be goes beyond the immediate business of his court, to give his admonitions the weight of considered evidence and equable thought. It is these necessary conditions which make the recent remarks of Mr. Justice Darling on the present stand ards of fernale conduct gravely significant. We cannot brush them aside as the extravagances of an irresponsible rhetorician or a too fervid reformer agricus to attract notoriety, to startle the respectable, or by sheer violence to call sinners. to repentance. And his dicta must be .set out at length. He said that "the harm that the war had done to the morals of the people of this country was far beyond any material damage that had been caused. In nothing. bad it done more harm than ir the relaxation on the part of women of this country. This had now reached a paint that

THE EFFECTS OF WAR.

To few of us, perhaps, will it come · with the force of surprise. We have beard recently that in spite of ex- traordinary dispatch in the hearing of cases the volume of work before the Divorce Court is enormous. From morth to month the papers are full of the report of what are euphemisti- cally called crimes of passion. These like the extraordinary activity of the Divorce Court are directly due to war conditions. No one with any know- ledge of history can feel surprise. The hasty marriages, the unnatural separations, the violent excitement, the nervous tension and recklessness which are the inevitable conse- quences of war must needs bear ugly fruit. Even men and women of high principle, to say nothing cf careless folk who in quiet times might have lived decently enough, find themselves hardly by their own fault involved in complications from which the only issue is disaster. Nor is it strange that the perils. of the last five years, when for hundreds of thousands life itself and the dearest things in life were uncertain from day to day, should have popularised the philosophy of reckless indulgence of the senses. These evils are, so far as human minds can discern, the in- evitable consequences of a long and hard-fought war, and beyond doubt Mr. Justice Darling was right in ascribing to the war much of the present laxity of women's conduct.

of. A feverish quest for excitement and pleasure marked the years before- 1914. It was fashionable and popular to ridicule the old standards of con duct, and to proclaim that self- restraint, moderation, "quiet living, strict-kept pleasure were as absurd

as the conventions that a woman must have a chaperone and dare not ride alone in a cab. To this gospel of "fay ce que voudras," we must ascribe much of the "relaxation on the part of women" of which Mr. Justice Darling complains.

It needs little knowledge of the world or the past to discover that the greatest sufferers from looseness. of morals or vulgarity of behaviour must be women. It is they, rot only as wives and mothers, but as workers, who have most to lose by allowing themselves to be treated as mere pleasure seekers. If they are content to make themselves cheap, whether by blatant display such as Mr Justice Darling censured, or by more reckless and graver laxity, cheapened their statin will be, diminished in dignity, in influence, and, in wago earning power. Nor can any help be given them. Judges may proclaim the evil The State may punish with just severity when laxity passes into overt crime, But the standard "of public morality is a matter for women themselves. They can let It'fall as low or fix it as high as they please. It is well they should be reminded that the burden is on their shoulders as the penalty for base morality, falls, and must always fall, most heavily on them,
