HISTORY OF AN OBSTINATE DISPUTE.

Sir Arthur Evans lectured at the National Liberal Club on May 21, upon Italy and the Jug Slavst

Some years ago, ST Arthur said, he ventured to prophesy that there would be sooner or later a union of the Serbian race, the Slavs, and the Croats, but the one thing he did not foresee was that this movement which ran parallel with the, move- ment for a united Italy would be thwarted by the new Italy. He had no wishto belittle the claim to security which Italy possessed in the control of the Adriatic, and it must be remember- ed that, whereas the Italian coast of the Adriatic was almost harbourless · right down to Brindisi," the eastern coast was, from the maritime point of view, unapproached by any other coast-line in Europe: So it had hap2 pened in history that the Italian side of the Adriatic had been constantly threatened by Powers on the eastern? side:

Sir Arthur polated out that the main high road to the cast would run in the future through Gradisca and Laibach, in the north, bringing Bel- grade some hours nearer to Paris, and when they locked at the map it would strike them at once that ther interests of the two peoples, the Italians and the Slavs, ought in some way to be conciliated When their industrial and commercial interests were bound to go hand in hand. Sir Arthur mentioned the interest- ing fact that a Jugo-Slav officer of the Austrian fleet had made a pro- posal for the surrender of that fleet by the Slavs as far back as January" of last year, but it came to nothing, 18th July at 11 am through, he said, the attitude taken 18th July at 1pmup by Baron Sonnino. The Italians were a mandatory Power on the eastern side of the Adriatic after the Armistice was signed, but they advanced, much further than it was. intended 'they should go, and it was almost incon ceivable that they should. Of recent years an Imperialistic wave had passed over Italy, the first- fruits of which were seen in the unfortunate campaigns in more than one direction, and it was not unna tural that Italy, with her traditions and memory of world empire, should. cast her eyes about for colonies.

SECRET TREATY FORCED UPON ENGLAND.

The secret treaty of 1915 was forced upon this country by the French, but in the autumn of 1917 ́ conferences took. place in London between Italians and Slavs, a ther result of which a preliminary agree ment was drawn up which formed the basis of the Fact of Rome in May of last year. This was recognised in Washington as ratifying amicable arrangements for the settlement on ethnological lines of the questions, between Italy and the Slavs, but our Foreign Office did not in any way endeavour to bring about any modi- fication of the Treaty of London.
