Under the pro- posed plan a period of five years: after the terms of peace are established would be allowed for ex- perimenting with the vessels in a way to determine whether and on what terms and to what extent they

The authority vested in the Government by the provision in this Deficiency Appropriation Act of June 15 1917, would continue during. the five-year period and no charter under It would extend beyond that.
