FUTURE OF THE EX- SOLDIER.

THE NEED CF A BIG AND FEARLESS POLICY.

. Perhaps the first question which strieks one in dealing with the pro- blem of our returned soldier is-the land.

On paper it looks easy. Pictures of beautiful little farms arise on a twen- ty to forty acres basis with smiling cornfields and the happy home, but these pictures are, I fear, feritious,

The problem is personal (2) chmatic. (3) economic. Let us dea!

with them.

Now war is friction; it has left friction..

Soldiers do not automatically re turn to the old employment. They want adventure, life; they mean to acquire merit. as Kipling wrote. And so we find that a number ai men formerly on the land are get ting into the motor business, into: the cities, are moving off the land,

Then there is housing, We have an immense shortage of cottages and many of the existing cottages ought to be burnt down; they are unfit.

The soldier does not fancy life in, these places, and he is right. This problem is complicated by the inflated prices, by dearth of building material It is very serious, verurgent.

And one of the difficulties is the huge increase of foreigners now resident in Britain, not a few of whom occupy the houses that should be free for the soldiers.

Now take the land Farm wages will certainly go up to a healthy standard-one of the scandals of England was the low wages of the men who worked on the land. The farm presents great difficulties. Here the problem is the economic unit.

Obviously it is no use putting men on the land who do not love the soil The work is hard. There are few distractions Life on the land is beautiful. bus l, is the simple life. At the present moment the soldiers demand the "Jazz" life, and not unnaturally.

The question of sertling men on the land really resolves itself into this. Is the application to be the

United Kingdom or the British Com monwealth?

If the former, then food must be protected, unless it can be grown in Batain as bavcurably as anywhere else.

That is to say, that if our natural resource in agriculture is equal to that of our Dorninions, the experi ment can be tried. But this is highly doubtful Because two years in five are on an average poor years owing. to the climate.

Secondly, unless the soldier can acquire his land on very advantageous terms, he may be caught not only co climate buton prices-existing values being based upon, high and artificial! standards which cannot be perma nent.

The true solution would seem to be easy access to the land, and in any case a Land Commission to inquire into the whole problem.

But this does not affect market gardening and small holdings, which undoubtedly, under a co-operative system, which essential, would give excellent results and could certainly give healthy.employment, advantage. ous to the nation's food supply and to the nation's health and well-being.)

This co-operative system ought to be immediately taken in hand, We have the example in the creameries in Ireland, where it Wis worked astonishly well. Por tions of the British Hame Counties are admirably adapted for co-operative dairy farming on the Danish system. As it is, butter to day is unprocurable. Milk is short. There is no co-operation; result, sterility on the land,

Industrially, the problem is wages and a higher standard of life. Many men will return to their jobs which have been kept open. Thus, I gather, most valets and butlers are returning quite automatically, which see us to show that the „French proverb is not correct

which said that "No man hero to his valet." This time the heroes are returning to their men.

It is the middle-class man who presents the difficult case, the ex- Clerk, the man who was "something in the City," the small shopkeeper, the Civil Service man confronted with the high prices reigning, the housing problem, the uncertainty of life, and the jolt upwards he has received, enlarging his mind, widen ing his ambition, hardening his will. He is a social problem. Take the case of a clerk now a major, M.C. Ta he to go back to his drab ex- istence or, rather, will he? And in what wage?.

Again, I say, the question is whe then we are to look at the Empire as a whole, or think merely insularly.

The need, therefore, is of a big and fearless policy.

In any case, the requirements will be work; higher efficiency; a keener sense of production: freedom free men, as we have them in Colonies.

That should be the nation's policy. As we leave the competitive system, eficiency must be our watchword. Now here we want better education. higher pay for all teachers, who are scandalously paid today: higher art, at so less tradition; less control. less superstition, less snobbery.

The problem of the future is the land, industrialism and surplus popu lation. If we grasp this there should be no ground for fear.

But if we try to force back the soldier to the old order, then mane will have to go under and we shall inevitably reach a condition of class subversion.
