It is an open secret. that the diffi culty of getting space during the. shipping boom has rendered the practice of bribing very common be tween shippers and those connected with shipping companies, says the Mainichi. As an aftermath of this dishonest way of doing business a dispute betwen Mr. Miyazaki Motahiko, of the Toyo Kisen Kaisha, and the San Francisco shippers, is said to be attracting considerable attention. From what the Osaka journal reports, it seems that Mr. Kiso Kogenji, one of the ship- pers, who recently arrived in Japan on business, is taking the matter up with the Teyo Kisen Kaisha and that if he cannot have satisfaction in the matter he is determined to bring the case into Court. As quoted by the Mainichi, Ms. Kiso indignantly re- marks that, granting that the offer of shippers was inevitable in view of some commission on the part of the acute shortage of space. he

PENAL SERVITUDE AT 80.
Joseph Humbert Ferrua, 80, an Italian doctor, of Shepherd's Bush, ac the Central Criminal Court on April 30 was charged with the murder of a married woman named Florence Jane Hall, the wife of a Canadian soldier, and with performing illegal operations on Mrs. Hall. There were further charges of performing illegal operations on Marjori. Fuller and Elsie Crumb. Ferrua, bent with age and with flowing grey hair and a white beard, pleaded not guilty.
Ferrua had lived. the last twenty Mr. Whiteley, prosecuting, said years in England.
Ferrua eventually withdrew his plea and pleaded guilty to manslaugh-
ter,
Detective Inspector. Perrier said Ferrua had been suspected for 18 years of carrying on these practices. He served with the French Red Cross in 1870 and. 1871, had travelled in Peru and Brazil, and had also served as lieutenant under Garibaldi:
did not possess any medical degree So far as he (the witness) knew he and had not been placed on the Medical Register, but he described himself as a doctor of medicine. He was associated with the principal French and Italian Anarchists in the metropolis, and was expelled from France in November 1897 on account of his extreme political tendencies..
Mr. Justice Avory said but for Ferrua's age he would have passed a much heavier centence. He ordered tim to be sent to penal servitude for five years
