"THE RIGHT TO KILL:"

CONBUMPTIVE MAN AND CORONER'S 'COMMENTI.

A verdict that he killed himself while of unsound mind was returned at the Inquest on Sydney Albert Phillip, aged 32, son of Mr. Philip Phillips, of Godfrey Phillips, Ltd, the tobacco firm. The Daily Mail of April 22 says, Mr. Sydney Phillips was found shot through the heart at his father's residence. Hanover Gatemansions, Regent's Park.

Mr. Byrne, deputy-coroner, told the Jury that Mr.Fillips had been suffer ing from consumption for ten or eleven years, and had been practic ally given up as hopeless by his doctor.

Mr. Morris Phillips, a brother, said Mr. Phillips had been much depressed lately, as he knew his case was hopeless.

The Coroner: Has he ever dis- cussed the ethics of suicide with Whether it was right or You? wrong think he has in the past. His brother, added the witness, read the daily papers and had recently read articles on the subject of the right of a doctor to kill a man whose case was hopeless. He did not think his brother said anything special about them:

Miss Marie Taylor, a nurse, said she attended Mr. Phillips recently. He was much depressed.

CIVIL SERVANTS. PEN- SIONS AND WAR BONUS.

A PROVISIONAL AGREEMENT.

It is announced by the Treasury that as a result of a conference on the 28th ult, an agreement was arrived at to meet the case of officers who have been or may be retired in Pension while in the receipt of wax bonus (without prejudice to either Party in regard to any permanent settlement which may hereafter be arrived at as to the relation of war increase to pensionable salary. “

The agreement will apply to all officers who may retire before such a settlement is reached. The agree- ment provides

The pay and emoluments on which civil servants in receipt of war bonus have been pensioned or granted re- tiring gratuities, or on which they would normally be pensioned or granted retiring gratuities in future. shall be increased by 25 per cent if such pay and emoluments do not exceed £300 per annum, and by 20 per cent if such pay and emoluments exceed £300 per annum, subject to the following provisions:-

DOCTORS OPPOSED.

The medical profession is almost unanimously opposed to the adoption of the suggestion made by Mr. Ingleby Oddie,,

Lieut.-Colonel Raw, MP., who has had a distinguished medical career. says that no medical man would accept the, responsibility thus thrust on him.

"Medical science is not an exact science," he said. "That is one of the overwhelming objections to such a proposal. New discoveries are constantly being made, and a case that is regarded as incurable to-day may be cured to-morrow. It is a doctor's whole business to pro- long life to the last, and to save the sufferer, as far as possible, from physical and mental pain. Once you make any alteration in that.concep- tina of a doctor's duty, the whole public confidence in the medical .profession will go..

Again, to illustrate the impossi- bility of the proposal, suppose you admit it and say that incurables might be killed, when are you going to kill them? A man with a disease may be as incurable in the early stages as he is in the later ones. He may be able to live for several years. When is he to be killed? At first, or in the last few days of his life?

"Many and many a case I have known of men who were condemned to death by leading specialists and have completely recovered. No, the proposal is utterly impossible."

Captain W. E. Ellio, another doctor M.P., was equally emphatic. He instanced the cases of men suffering from incurable diseases who have produced discoveries or done work of immense value to the human race in the last few weeks of their lives: Were such men, he asked; to be exterminated? Might not the doctor, in condemning a man to the lethal chamber; be robbing humanity of the possibility of a great product of such a man's brains?

"Moreover" he added, you have admitted the right to death of incurables with their own consent, the next step will be an admission of the right of other people to decide for them. Then the doctor will be at once suspected, and will lose the confidence of every one of his patients."

(b) The

additional amount on which the supplementary pension or gratuity is calculated shall be £26 per year in the case of men and £20 per year for women (subject to the maximum at (a) above).

(c) No officer with salary and emoluments exceeding £300 a year shall receive a smaller supplementary pension or gratuity than he would have received if his salary and emoluments had been exactly £300 a year.
