Notwithstanding the various clerical amendments made, the main apirit of the League of Nations Covenant remains the same as the 'original draft, says the Nichi-nichi, except for the recognition of the Monroe Doctrine. It is a glaring.... inconsistency that a recognition of the Monroe Doctrine has been newly inserted while the Japanese proposal- for the insertion of a clause in favour of the principle of racial equality has been rejected. For this reason, it is still to be feared that the League may only serve as an organ for a few great Powers to control and. manage a multitude of smaller. Powers. Besides; as Britaincommands one vote each for Canada, Australia, South Africa and New Zealand, in- addition to her own vote for the United Kingdom, it is possible that she may hold in the League a posi tion similar to that of Frussla ir. the German confederacy. And in the event of her acting in co-operation with the United States, it will always. be in the power of Anglo-Saxons to maintain dominant position. In con- sequence, it is to be feared that the principle, now. adopted, of the deci sions of the Assembly as well as of the Council having to be passed by a unanimous vote may at any time be changed in favour of majority Artile 5 of the Covenant, thinks our contemporary, is of such a nature as to render such a change

"It is hardly necessary to point out." continues the Nicht- Nicht, "how difficult it will be to carry into execution schemes for reduction of armaments and prevention of wat. It is also doubtful whether it will be possible to organize a satisfactory Court of Arbitration and whether its judgments, when the Court has been successfully organized, will always be so fair as to command the con- vinced submission of the litigant Powers. Even the appointment of a Secretary-General will be no easy matter. It was done without the world hearing of any difficulty.] As to the organization of the Council, which is to exercise power as a world's arbiter,...this is а particularly grave problem. It may be questioned how the sovereign power of each independent State can be reconciled with an attempt at a reconstruction of international relations carried to such length as not merely to interfere with the declaration of war and the donclusion of peace, but dealing re- troactively with treaties and agree- ments made in the past, to say nothing of treaties and agreements to be made hereafter. Whether to join or not to join such a League is a question on the decision: of which the rise or fall of a. country may turn. Carefully considered in this manner, the Covenant has not a few points which are exceedingly un- favourable to a junior State 'like Japan, while on the other hand such rich, strong and great Powers as Britain and the United States are-- thereby enabled to maintain their present wealth, strength and great- ness. Whereas they may withdraw from the League, whenever they may fnd it to their disadvantage, without Powers for their secession, countries fear of being punished by the smaller

difficult either to advance or retreat, countries like this Empire will find it

as they cannot join the League with. out pain, nor can they withdraw from it without penalty. In these circum- stances it is necessary to amend the Covenant again or insist on a reser- vation in regard to its application.

As an emergency measure, how ever, Japan should insist on putting Covenant until the Peace Treaty off the decision of the proposed shall have become final and binding in its entirety, because should the Covenant be first confirmed and its provisions, or the spirit underlying them, be steadily enforced, it is to be. feared that not only will Japan be subjected to serious handicaps not merely in respect of the Shantung problem and all branches of Chinese policy, but her position may be affect- ed even in respect of the administra- tion of Korea, although the same will be the case with Britain with reference to the administration of India. In short, the Covenant must not be hastily adopted in the expecta- tion that it will be of no great prac tical value."
