GERMAN COLONIES.
In connection with the Claust of. the League of Nachna Covenant German which disposes of the
colonies, Mr. John H. Harris. in an article in the Westrainster Gazette. has called attention to a point of grea: importance to the British tax- It is estimated that the payer, conquest of these colonies has cost the British something like 300 millions, the bulk of the money being spent in the long-drawn-out campaign in German East Africa. None of the colonies is in a position to bear a public debt before the war all were administered at an annual loss to the
Government. German
As the colonies under the control of the League of Nations are to be thrown open to the commerce and enterprise of every member of the League, it Is, Mr. Harris bays, obviously in equitable that John Bull should be left to shoulder alone the cost of conquest. One of the reasons. how. ever, why German colonies did not

pay was that they were administered on a closely protective system. they are now thrown open to the commerce" of the world, it is by no means improbable that in some cases they will be found self-supporting. But there can be no doubt that in the case of most of the colonies the mandatories will find them expensive possessions. Thus Germany. if she is reconstituted, will be relieved of a heavy annual unproductive burden, which will now he shouldered by her commercial rivel It is a curious result of the imposition of penalties. -Japan Chronicle.
