PROPOSED SEPARATE PEACE WITH GERMANY.

Ther: is growing indignation among Japanese publicists, at the attitude adopted by the Chinese delegates at Paris towards the Shan- tung question. Dr. Senga, a professor International Law at Kyoto Imperia University, is quoted by the Asahi as expressing strong oplatons on the subject. He says:-

"It appears that the Chinese peace delegates at the Peace Conference are claiming the recovery of Tsingtau from Germany direct, giving, as their reason China's, participation in the war. In taking this stand they hope to influence the British and American delegates so as to obtain their sup port of China's contention, with the inevitable result that Japan's declara. tion previously made that Tsingtau should be returned to Chisa after obtaining its delivery from Germany is: trampled underfoot. Such a claim on China's part is most outrageous and must not be acceded, to by Japan. Some Chinese Bave a, curious notion that they can force Japan's acqirescence in any demands, however zureasonable provided they enlist the support of Britain and America, and the present demand is doubtless to be, braced to this con- ception. It must be noted, to begin duction of Tsingtau that China declared war against Germany. When Japan was making beavy sacrifices acting the part of looker-on as a in the Tsingtau campaign China, was neutral. It is true she entered the war some time afterwards, but she has taken little or no military action in the Allied cause since then. With these facts before us, it is simply astounding to see that China has the effrontery to claim, at the Peace Conference, the direct retrocession of Tsingtan from Germany."

"It is not clear what attitude the British and Américan delegates are going to take up towards this ques- tion, but it by any chance China's claim should receive the recognition of the Peace Conference Japan would be well advised to withdraw from the Peace Conference and conclade 2 separate peace with Germany. Japan can then make the possession of Tsingtau one of her terms of peace with Germany, and annex the territory. Even though÷Japan does not go so far as to conclude a separate peace with Germany, if left alone Tsingtan Wil automatically, pass into Japan's possession by pre- scription by the time Germany is able to extend her naval strength. to the Far East. If it should come about that China's claim appeals to the British and American delegates and obtains the recognition of the Peace Conference with Japan as an assent- ing party, it will have a disastrous effect upon the future China policy of Japan, as such a result will confirm the Chinese impression that with Britain and America at their backs it is an easy thing to coerce Japan into submission, and they will naturally come to hold Japan in greater con- tempt than hitherto.

"In order to break them of the bad habit of rebuffing Japan with the aid of Britain and America, and to convince them of the absolute necessity of co- operating with Japan for the main- tenance of the independence of their country, it is imperative that the Chinese who put undue faith on the support of Britain and America should be chastised in a decided mánner. It is quite proper that transferred to her from Germany, Japán should be have Tsingtau and the question whether or no the territory should be returned to China ought not to be taken up by the Peace Conference. The matter ought to be discussed between Japan and China exclusively after the Peace Conference and a new agree- ment be reached between them on the manner of the disposal of the territory--whether it shall be returned to China or be leased by Japan. Japan" has no intention whatever of, making Tsingtau a naval, base, as Germany did. She simply desires to derivé economic interests therefrom. In short, Japan must oppose the return of Tsingtaw to China from Germany direct even at the risk of seceding from the Allied Peace Conference."
