Government plans for the re-cani- sation of the country were dissed, semi-cffcially to day in the preince of, foreign correspondents. Teir outline is given below:

MILITARY.

(a)-Number of troops and amout; of expenditure. Statistics have ten compiled which show that the totale: troops at the present time is 1.290,557 These

figures embrace both Northern Southern establishments Their maintenance involved an

annual expenditure of $208,871,080. The military strength given above did not include the transport corps numbering 92,000 men. Neither did the above military exenditure include the $40,000,000 required for the up- keep of the National Defence army. Naval expenditure amounted to $7,150,000 ter annum. Thus, the aggregate expenditure for military and naval purposes reached an approximate amount of $250,000,000. In other words, four-fifths of the total revenue of China was appro priated for military purposes.

(b)-Plan of disbandment. It is proposed in the first place to reduce the number of troops to fifty divi sions, which was the strength in

Ter divisions will be stationed in Mon- golia, Sinkiang. Kansu. Kirin, Heilungkiang, and Tibet and other places for frontier defence. The remaining ten divisions will be stationed in the metropolitan area and in fortified points in the country. (c)-Method of disbandment.- Disbandment will be carried out at intervals during a period of at most eighteen months. It may possibly be completed within one year. Employ ment will be provided for the dis banded men such as agricultural work, railway building, canal. construction, or a portion of them may be re-organised into a police force.

(a)-Division of civil and military administration. It is proposed to

pave the way for the division of civil and military administration by fostering primary education, improv ing the civil administration, and or ganising a police force,

(b)Revising the system of ap pointing local officials,-In a district where a taoyin, is located the district magistrate shall be abolished; the tacyin acting as magistrate, A greater number of subordinate officials will be appointed with a view to enable the local, authorities to get into closer touch with the people.
