TERRITORIAL TROOPS IN INDIA.

the House of Commons at question Lime on Feb. 25, Mr. Churchill stated that the Army Counch had for some time been giving earnest attention to the 'ques- tion of the withdrawal of Territorials from India

Mr. Churchill emphasised that if à large proportion of the persor nei which was due for relief were with. I'drawn without replacement the Karrisan would be reduced below the reasonable minimum of safety. He also emphasised the danger to health of moving troops in the fropics, especially the Red Sea tharing the hot weather, It was vitally important to maintain an adequate garrison in India, the British garrison was now being reduced to what was considered a fair sufficiency. This would enable some thousands of men to be withdrawn immediately and priority was being given to men whose Fealth had suffered. Reliefs were being found for overea garri- sops as rapidly as possible, but some time must elapse before reliefs could be available, because the drafts were. mainly composed bf men who bad reenlisted under conditions entitling them to two or three months: for-- lough. There was na prespect of despatching them before the hot geather began in May, but if all was. well, it should be possible to sead. them in the ‘antom. With regard

to the Mesopotamia Territorial troops moved from India; they would not be Returned to India, but would be sent home direct provided they were eligible for relief under the conditions. of the army of occupation.

Referring to the statement that those proceeding to India, would be brought Home before the

end of the war Mr. Churchill pointed

out that Lord Kitcheper could not then have foreseen the length of the war and the present conditions, but he emphasised that every endea- your was being made to bring home. at the earliest moment those Terri- torials who volunteered for duty oversess in 1914. Twenty thousand men were being brought. Home and it was hoped to bring them through: the Red Sea before the hot weather.. Captain O'Neill suggested that British and Indian troops in Palestine: and Egypt might be replaced by units of the Egyptian Army.

Mr. Churchill replied that this- policy might be followed up to a certain point.

Captain O'Neill also suggested fur- ther recruiting for the Egyptian Army,

Sir John Rees: Will the families. of officers returning from India be sent Home? ..

Mr. Churchill: Yes Any schere which brings Home the father of the family, will bring the family Home, also,

PAYMENT OF FREIGHT..

The Caletta Liners Conference states that, from the date when steamers come off requisition, the old practice of payment of freight at home on delivery of cargo or bere on shipment at shippers option will be reverted to. The freight on through" cargo will be paid on shipraent as before. It is expected that some of the late April steamers will be or this basis, but shippers will be duly notified through the brokers of each line as their steamers come off requisition,
