SMUT'S PROPOSALS..

COPENHAGES, April 7th. A telegram from Budapest states: — General Smuts has proposed to the Hungarian Soviet Republid

Firstly, that they shall withdraw all troops and armed forces west of a certai defined line:

Secondly, that the Ramanians shall bo ordered not to advance beyond their pre- sent positions;

Thirdly, that those respective lines shall be regarded as a neutral zone and occupied by British, French, Italian and, possibly, American troops:

Fourthly, that the Hungarian Govern- ment accept the terms of the Military Convention of November 13th, 1919. and the Armistice of November 3rd, concluded by the previous Hungarian Government.

Fifthly, that it shal. be definitely de clared that the above-mentioned demarca- tion line shall not influence he eventual territorial arrangement,

Sixthly, that General Smuts, will, in turu, propose to the Council of the Great Powers in Paris immediately to raise the blockade of Hungary and allow facilities for the immediate import of prime neces sities, especially fat and cral;

Seventhly, that he will also propose to the Great Powers assembled in Paris, before finally determining Hungary's political frontiers in the Peace Treaty, Lo invite Hungarian representatives, in order formulate the Government's standpoint on the frontier question and co all economie questions, to u Confer- ence, under the chairmanship of a repre- sentative of the Great Powers, with the representatives of Czecbo-Slovakia, Ru- mania, Yugo-Slavia and German-Austria.
