The movement. "for placing the seaports of India undar Government control through a body similar in constitution and possessing powere like those exercised by the authori ties controlling railways and irriga. tion, has made fresh progress in 'oop- sequence of the issue of a report on the whole subject by Sir George Buchanan. It was in the summer of 1017 that Sir George, who has cer ried out important works for the im provenient of the harbour accom- modation at Bangoon, was requested by the Indian Government to report on the general situation.

In the review of the presant posi- tion which has just been presented. the whole question of port udininis- tration in India is Brought under survey, and it is shown that it is the inadequate character of the present type of control which has retarded the necessary developments of some of the ports of the dependency.

The port of Chittagong, instead of being developed to make it available for the largest modern ships, a policy which its geographical position makes very desirable, has remained stagn- ant for the lust twenty year. Sir George Buchanan states that the port trustees have possessed neither money, credit, equipment, foreshora ́, land nor experience of pork admiris tration. A particularly weak point. in the case of Indian ports appears 'to have been the neglect to acquire foreshore accommodation, so that some of the authorities are severely hampered for want of the neceSERTY

The depth of water in the approach chat- noi can be deepened to 32 feet at low water springe, which will give 40 feet at lowest high water, and the only difficulty is that the depth of water at the entrance lock and at the prin cipal berths cannot be increased except at very great cost, the bottom being in rock. Vessels of any length can, however, obtain entrance to the Alexandra dock, and the huge grave. ing dock at Bombay has the sample dimensions af 1,000 feet in length by 100 feet in width, with a depth over the sill at high water of neop tudes of 88 feet 3 inches.

Nor is the position at Calcutta un- satisfactory. It is true that the base in the river channel cannot be deep- ened to 40 feet, but a draft of 80 fset can be maintained by dredging, and consideration is being given to the possibility of river training. Greator depths at the jetties can ba obtained either by extending them out into the river or by supporting the toe of the slope of the river bank along the face of the jetties with;a row of interlocking steel sheet piling to enable deeper dredging.

There

is ample room at Calcutta for exten- sion, and although the conditions arising out of the war have hampered the new dock scheme the plans which have been authorized will provide ample accommodation at Calcutta för vesels up to a draft of 40 feet...

If the proposal that the adraizis- tration of the whole of the Indian ports should be undertaken by the Goverment is accepted, the facil ties which are available at Calcutta and Banbay will doubtless be pro vided at the other ports, and the appointment of a strong body having the necessary expert backing should be of special advantage to the minor parts, the expansion of which has been restricted by the ditulty of raising capital for improvement. If the porte were under the control of a body similar to the Railway Board, the financial problem would at once- be solved, as the necessary funds could be obtained from Imperial sources. It is understood that the whole question is receiving the care. ful consideration of the Government, and that a definite policy will be formulated in the near future.
