CHINGWANGTAQ - HARBOUR,
- FROZEN OFER. SIVEC
The Harbour at Chingwangtao is- frozen. Owing to the south-easterly wind prevailing the harbour became exposed to the severe temperature › and for the first time in DY FOOTS froze over. This event is very, unë usual in the history of Tientsin's winter port and in the memory of nny old residents Chingwangtao hạs been ice bound very rarely. Two ice breakers, have been despatched irom. Taki in order to make an effort to open the barbour. Although not. [so cold in extreines, this winter is remarkable for a continuous low teruj paruture, somewhere about 16 to 20 degrees F. for the past three or four weeks. That Chingwangtao harbour Tongku become over a foot thick is evidence" of the steady "frost.

CHINESE ACQUIRE AMUR SHIPPING.
Since the recent disturbances in Siberia, many Russians have sold " steamships navigating the Amur mostly to Japanese and Chinese.“ Up to the end of last year, six ship were purchased by Japanese and 41 by Chinese, and there still remain 11. ships whith are now under nego tution. The majority of the shares- of an Amur navigation company were held by the Siberica Commercial Bank, but a recent report saya thaf part of the bank's holding was sold to Japanese. As the ships seized by the Japanese troops on the Amur are to be returned to the original owner shortly "de soon was the ins vestigations are over, some Chinese capitalists are said to be contemplat ing to organize a joint stock company to purchase those she and engage in the Chinese-Russian trade.;
NEW YORK-ORIENT SERVICE PLANNED,
Early in the new year, according to reports in shipping circles, the U.S. Government will establish a steam ship line between New York and the Oriant. Four first class: steamers of British und Japanese register are, to be employed nail weekly sailings will be the rule. As a reason for this", sudden departure on the part of the Government it is said that thousand- of tons of freight which formerly moved by way of the Pacife coast from as far west as Minneapolis, St. Louis, Chicago and Louisville, cam be brought to New York and shipped to Japan and Chius at a less cost than to ship across the continent and then transship it over the Paci÷ fic.
The rates quoted from New York. are $50 per too to Kobe, Hongkong, Shanghai, Manila and Calcutta, $65 to Singapore, and, if a direct boot, $85 to Calcutta.. Present cent rates from Seattle as quoted by the Shipping Board' are $45 to Chha ports, $40 to Japan, $20 to Manila, $50 to Calcutta iad. Colombo, and S45, to Singapore. The rates byt Japanese finers are from $50 to $55- a ton. Tulting into consideration the difference in the ruil haul, it is seen that the new netes give New York.
decided advantage over Seattle. Exporters throughout the country are very inuch dissatisfied with the- service they have been receiving for: some time by way of the Pacific Coust, owing to continued conges tion, demurrage rules and high rates, together with lack of space and in ability to secure shipping permits covering forwarding of goods after bookings have been made. Traps- Pacific lings will doubtless take cognizance of these conditions if they expect to compete with the Atlantic lines and hold the large movement. of tonnage which they have been enjoying.
Shippers who have been sorely tried at the delay in clearing gooda from Pacific ports will jump at the Free, Atlonio service, and every effort should be made to relieve the con gestion which is so greatly mi tated against Seattle and other Paci fio porta, and remove the restrictions an imports so as to enable the steam or lines to secure zeturn cargoes, from Uriantal ports.
* Everything points to a keen rivalry for the Oriental trade, but, whatever stride America makes, will doubtless. exceed its foriner efforts.
