Obviously, if this process is continued for two months we should be left with- But an organised body of disciplined troops in any part of the world in which we are involved. To build up the old voluntary army will take at least the greater part of 1919, and before any great voluge of volunteering can be expected it is necessary that the rates of pay should be made altractive and that large nu bers of soldiers should have been released? rom the Army and able to exercise a free ghoice regarding renlisting.

Lemust be clearly understion that while Great Britain is prepared to do her share of the work still to be done, she will and asked to do more than her share. The United States, France, and Italy will act with her in maintaining the common Baterests and wearing the advantages gained together.

Further, Great Britain's special obliga- tions in maintaining the Indian Empire and the wide regions we now hold in the Midle East, as well as the part played by the Navy, have been considèred in com- puting Great Britain's share.

Our task is therefore the formation and maintenance of Armies of Occupation of moderate size as compared with the pre- sent armies, but of the highest discipline and eciency, which will discharge our Wuty and safeguard British interests until na ordinary peace time volunteer army raa be created and all the rest of the pre- sont Armies can be demobilised as quickly as possible.
