The 'Chinese Government White Book containing English translations of official documents relating to the war, begins with a Barman note complaining bitterly at some length of the naval Elockade and informing China that Carmany must remove restrictions Da naval warfare, stating that hereafter all vaarels would be attacked by all avail. able weapons without further notice. A Chinesa nota dated February 9, 1917, protests against Germany's submarina warfare and a further pate dated March 14, 1917, Announces the severance of relations with Austria and Germany.

A German. note threatens" not to permit the Chinese Minister to loave Germany unless German officials in Chins are given unlimited time by the Allies to reach their bome.

The White Book shows that, having. beon entrusted with protection of Geri man interests in China on March 15, 1917, the Netherlands Minister took the strongest attitude. On April 7, 1917, ho sent a note to Waichisopu; desiring to know "definitely that da.ing the.! period of the war the Chinese Govern ment would neither obstruct German residents in China in the carrying on of their occupations, notistern, nor compel them to leave China." In conclusion the Netherlands Minister stated that be wished to communicate un answer to

Germany to procure for Chinese there an opportunity to leave Germany.

The Waichinopu on Augst 22 notified the Netherlands Minister that a state of war existed with Austria-Hungary and Germany and that all treaties between China and those countries were termin. sted...

The Waichinapa on August 28 in. formed the Netherlands Minister that the Chinese authorities had taken possession of the main branch offes of the Deutsche-Asistische Bank, also monies and evidences of value deposited therein. The Netherlands Minister on September 10 wrote, "Chips will ba held responsible for whatever damage. and expenditures the Bank may tain," while on September 17 he stated that he regretted that Chinese officials had several times transgressed the laws of nations by seizing Austrian and Ger tan ships-and-requested repediation of the enizures.

On October 31, 1917 the Netherlands Minister called the attention of the Waichiaopu to the fact that the Chinese Government had got banded fa funds to the Deutsche-Atastische Bank, which should be disbursed to bondholders as interest accrued from various loans, con- tending that the money ought to be in Berlin at stipulated times in order to ensure payment on coupons falling due and to preserve Chineso credit." In a note dated November 5, 1917, the Ne therlands Minister stated that if the Chinese Government actually comenced to liquidate this private busineksit would incur a very grave risk, not only because it would be a serious violation of International Law but also because he had received from the German Gov ernment a telegram stating that it would hold China strictly responsible for all losses which the Deutsche. Asiatische Bank and other basizes of Gorgiens in China might suffer on account of the action taken by the Chinese Government.
