EMBARGO ON GOLD SILVER

AND COPPER.

The Peking Diplomatic Corps, on December 23 replying to the Chinese Note of August 21 which submitted proposed regulations for the prohibi- tion of the export of gold, silver and copper, whether in the form of but. Lion, coin or manufactured articles, informed the Chinese Governmens that, after serious consideration, they desired to convey their agreement with the proposed measure subject to the following modifications of the regulations:-

(.) Exception should be made re garding the exportation of raw silver and silver coins in effecting payment for imported articles or settling similar indebtedness or forwarding salaries and other allowances to ne paid in silver or in case of remittance by other means entailing great loss, In the last mentioned, case, if the Commissioner of Customs considers exportation, undesirable, the Consul interested and the foreign banks at the port in question should be cou- sulted and the master decided in accordance with their views, but if the Consul and the banke do rot agree the matter should he decided between the Commissioner of Cus toms, the Consul and the banio by the decision of the majority. If the Commissioner of Customs considers

exportation necessary,

licence should be granted without further consultation of anyone.

(3) Exception should be made of silver and copper articles that are mot liable to be used as bullion, the sportation value of which named 's more than 30 per cent. higher than bullion of the same weight, or articles in which silver or copper are not the main ingredient....

(8) Exception should be made in he case of bullion containing less than 50 per cent. silver of copper.

(4.) The maximum amount of ilver coin which Chinese, Allied, American- and neutrul travellers are. allowed to carry should be fixed at $200 instead of $100, but it may be provided that any traveller passing moross the frontier frequently in a specified short period should not be allowed to carry more than $100 unless he is able to prove that the object a view nor the exporta tion of silver.
