Germany's reply to President Wilson në follows:-

In accepting the proposal for the erneuntion, of occupied tore. tories, the Corman Government ham started from the nsumption that the procedure of this evacuation and the conditions of the Armistice, should be keitto, the judgment of the military, advisers, and the actual standard of power of both sides in the field must form the basis of urrangements for safe-guarding and guaranteeing that standard. The German Government suggests to the President that an opportunity should be arranged for fixing the details: It "trusts that the President will approve no demand irreconcilable with the honour of the German people and with opening the way to a peace of justice.

The Gennan Government further denies that the Navy in sinkingread by the submarine crew canvinced ships over purposely destroyed life-bonts with presengers.

The Government proposes, regarding all these charges, that the facts shall be cleared up by Neutral Commissions.

In order to avoid anything hampering the work of peace the German Government has despatched orders to all submarine commanders precluding the torpedoing of passenger ships without, 'bowever, for technical reasons, being able to guarantee that the onders will reach every single submarine at sea before its return.

As a fundamental condition of peace the President prescribes the destruction of every arbitrary power that can separately, secretly and of its own single choice daturb the peace of the world. To this the fermas Government replies that hitherto the representation of the people in the German Empire wie hot endowed with influence on the formation of the Govemment. The Constitution did not provide for the concurrence of the representation of the people decisions of peace and war. These conditions have just now under gone a fundamental change. The new Government has been formed in complete accordance with the principle of representation of the people and is based upon equal, universal, socrot, and direct franchise. The leaders of the great parties in the Reichstag are members of- this Government. In future no Government can take or continue "office without possessing the confidence of the majority in the

· The responsibility of the Chancellor of the Empire to the repre sentation of the people is being legally developed and safeguarded. The first act of the new Government has been to lay before the Reichstag a Bill to alter the ponstitution of the Eangire in order to require the consent of the representation of the people for decisions of war and peace. The permanence of the new system is, however, guaranteed not only by Constitutional safeguards but also by the unshakeable determination of the German people, whose vast majority stands behind these reforms and demands their energetic continuunce.

The President's question 28 to with whom the Governmente associated against Germany are dealing is, therefore, answered in a clear and unequivocal manner by the statement that the offer of peace and an armistice emanates from a Government which is frea from any arbitrary irresponsible influence, and is supported by the approval of an overwhelming majority of the German people.
