A German official message, by wireld
Germany's reply to President Wilson is as follows:
In accepting the
proposal for t
the evacuation of cccupied ter tories, the German Government has started from the assumption that the procedure of this evacuation and the condition of the Armistice should be left to the judgment of the military advisera and the actual standard of power of both sides, in the field must form the basis of arrangements for sufe-guarding-and guaranteeing that standard. The German Government suggests to the President that an opportunity should be arranged for fixing the details. It trusts that the President will approve no demand irreconcilable with the honour of the German people and with opening the way to a peace of justice.".
The Geman Government protests against the resouchTM of illegal and ichumáne actions made against the German land and sen forces, and thus against the German people. For covering a retreat destruc- flon will always be necessary and is in so far permitted by intense toral law. German troops are under the strictest instruction to spare private property and exercise care for the population to the best of their ability. Where transgressions occur, despite these instructions, -the guilty are punished.~
The German Gloveminent further denies that the Nyry in sinking ships ever purposely destroyed life-bours with passengers.
The Government proposes, regarding all these charges, that thế facts shall be cleared up by Neutral Commissions.
In order to avoid anything humpering the work of peace the Gentan Government hus despatched orders to all submarine commanders precluding the terpeloing of passenger ships without, however. for "technical reasons, being able to guarantee that the crders will reach every single submarine.at seu before its return
[A section of the message is missing, but a correction which has come to hand indicates that it is stated therein that the New Government has been formed in complete accordance with the principle of representation"]
The responsibility of the Chancellor of the Empire to the repre sentation of the people is being legally developed and safeguarded. The first net of the new Government has been to lay before the Reichstag Bill to alter the constitution of the Empire in order require the consent of the representation of the people "for decisions" of war and peace. The permanence of the new system is, however, granteed not only by Constitutional safeguards but also by the unshakeable determination of the German people, whose vast majerity stands behind these reforms and demands their onergetic continuance:
The President's questions to with whom the Governments associated against Germany are dealing is, therefore, answered in a clear and unequivocal manner by the stufement that the offer of peace and an armistice emanates from a Government which is free from any arbitrary responsible influence, and is supported by the approval of an overwhelming majority of the German people,
(Signed) SOLF. Berlin, October 20th.
