WASHISOTON, May 15. Marine experts estimate that Allied ship construction is now exceeding the total submarine losaca.

The average monthly losses this year have been $15,000 tons, comparing with over 300,000 monthly for the eame period last year.

The April losses were only 265,000 tons, comparing with 671,000 tons for April 1917 when the ruthless submarine campaign reached its height of destruc- tiveness.
