The great Napoleon himself, at a certain stage in his victorious campaign dreamed of restoring the ancient land to it ghtful owners; and the nineteenth century witnessed the promulgation of quite a number of schemes for the return of Israel to the Holy Land. In England the most famous advocate of the iden Daniel WAA George Eliot whose Deronda is an inspiring contribution to the subst. But no really practical mesures wers taken until the Zionist Organisation was established in 1987 at Jewish Congress held in Basle. That Congress the first Zionist Congress— was attended by over 200 represent- atives from all parts of the world, and it formulated its ideal in the so-called Basle Programme: "The aim of Zion- iam is to create for the Jewish People a Home in Falestine secured by publici law."..

THE FARLE BEOGRAMME..

Twenty years have passed since that first Zionist Congress was held, und although another dozen Congresses have taken place since the fourth, in 1900 was held in London-the organisation is represented by thousands of societies in all countries of the globe, the Basle Programme has not yet been realised. The leaders of the Zionist movement have had to encounter considerable difficulties They required abundant fnancial resources and considerable | political influence for the achievement of their task, but unfortunately both of these factors are concentrated in that acction of Jawry which is anxious to be- come merged in its environment, and bas no desire to see Jewish national life perpetuated.

But despite numerous and serious ob stacles, not least early death of st of which, was the
