A GERMAN REPORT.

LONDON, Jan. 3.. The report of the Military Court held on December 22nd, gives details of the case of 2nd-Lieut. Patrick Barrett of the Welsh Fusiliers. It says that

commission his claims were supported by Major-General Sir John Stevens Cowans and Mr. Coruwallis West. The last- named took more than ordinary interest in Barrett, who failed to respond. Eventually he wrote Mra Cornwallis West a letter of re monstrance, which the latter seat to hit, Commander, as a result of which Barrett, was censured and transferred to another Battalion..

The Committee in their Report regret that Mrs. West holds positions of some importance in the various public. war work Associations in Denbighshire, and they express the opinion that the correspondence of Major-General Cowans and Mr. West indicates on the part of Major General Cowans not merely indescretion but a departum. From official propriety.

The Report tates that Major-General Cowans disclosed offical information to Mrs West and implicated the War Office which was then ignorant of Mrs, West's complaints. It mentions that Major-General Cowans told Mr. West that he would fight for her if he had. time.
