THE GOVERNOR'S ACCOMPANYING DESPATCH.
HON. MR. POLLOCK'S COVERING LETTER,
INTERESTING ENCLOSURES WITH THE GOVERNOR'S DESPATCH.
The correspondence relating to the Petition for greater representation of the Public on the Executive and Legislative Councils of the Colony was laid before the begidative Council yesterday by command of HE the Governor. We print balow i (1)" ELE. the Governor's Despatch on the Petition; (2) the Hon. Mr Pollock's Letter which accompanied the Petition; (3) Correspondence of Members of the Council arising out of statements made in the Hon. Mr. Pollock's ] letter
Government House, Hongkong, 9th May, 1916.) Sir, I have the honour to transmit the enclosed copy of a letter addressed by the Honourable fr. E. Pollock, B.C., to the Colonial Secretary covering copies of a letter addressed under date of the Pih of March direct to you by Mr. Pollock and of a Petition signed by a number of British residents in this Colony pray- ing for greater representation of the Public on the Executive and Legislative Councils: together with the accompany ing copy of correspondence between the Colonial Secretary and Mr. Pollock on the subject of certain points in the letter which he has addressed to you. I have not dalt earlier with this matter becaus
thepetitiondemnadu. Those who' framed it.and signed it would, I gather, desire to place the power in the hands of a select few, and to constituta. a small oligarchy, restricted by the lines of race. To any such change I am appened. I consider that the well- being of the large majority of the inhabitants is more likely to be sale. guarded by the Crown Colony system. under which, as far as possible no distinction is made of rank for race, than by representation "which would learn the bulk of the population wholly unrepresented,
I can therefore hold out no hope that Hongkong will cease to be a Crown Colony."

In support of this alteration in the for which such a proposat could not be Constitution the only arguments adduced entertained. The second has little real weight. If weighty examples existed of the over riding of popular opinion by the arbitrary exercise of the official vots they would surely find a place in such a petition as this. No such examples are adduced for the good reason that no such examples can be found.
