THE BALKANS.
SIGNIFICANT CONFERENCE BETWEEN ROUMANIAN AND
RUSSIAN REPRESENTATIVES.
ATHENS, Nov. 26. From reliable sources it is learned that 250,000 Russian troops are concentrated in the Ismail region near the Roumanian frontier.
Bucharest journals state that a Conference is being held at Silis- tria, attended by the Roumanian Ministers of War, Public Works and Agriculture and the brother of, the Premier. Russia is represented by Prince Urasoft, a well-known authority of the Near East
.
According to the Matin (Paris) the Conference is discussing "* All. the contingencies to which a war may give rise on the lower course of the Danube.
EASTERN FRONT
GERMANS WITHDRAWING FROM THE RIGA-DYINA LINE.
LONDON, Nov. 26.
Telegrams from Petrograd indicate that the Germans have begun repairing the difficult operation of withdrawing from the hopeless task of capturing Rigs and, generally, the line along the Dvina. Every thing bulky or valuable has already been removed out of Mitaa.
