Á telegram from Northern France says that the Kaiser addressed" 50,000 troops at Thielt. He spoke bitterly against Britain, and infer- entially betrayed some uneasiness about the position in the West remarking: Although important results are pending in the Balkans, it is on the Western front where all eyes are turned, and where the neces sity of success is paramount.
