A Brussels telegram says the Governor-General has summoned all persons within his jurisdiation belonging to a hostile Army, or on a mission from a hostile Government, to report themselves within twenty-four hours. Those responding will be removed as prisoners of war. Anyone arrested thereafter or assisting such persons in any way will be punished most severely.
