CHINA AND JAPAN,
PRACTICAL WORKING OF THE NEW TREATIES.
}}
THE CHINA MAIL.
Now the Sino-Japanese treaties have been signo anel, the notes ratified and exchanged, the Japanese and Chinese Governments will be called upon to consult each other as to the practical application of the pro- visions of the treaties and the notes. The Foreign Office hare, says the Japan Advertiser, states that the authonties who were in charge of the negotiation after their stratous work during the past months will be given a breathing space before they are set to work again on the line suggested.
It is believed that many consultations will have to be made as to details. For instance, in the case of Shantung province, the Get nan privileges which Japan is to tako over, have not been defined. Garminy possessed various privileges in connection with the Shantung railway, which Japan will doubtlesa take over, but Germany also enjoy. "privileges in connection with the Tientsin-Pukow railway, and the privileges regarding the Shantung milway may not ho of inneh profit to Japan unless she at the same tinc obtains the privileges of the Tientsin-Bukow railway. The question of the branch Bros of the Shan. sung milway will give very little trouble.

Professor Cuahny's Suggestion.
One of the problems now being faced by Russia ami which may yot have to be faced in Eaglind is how to make alcohol utrinkable. It is kum, when 'spirits are prohibited in any country, thas a certain number at people will"drink it in ang pro- ourable form-tuothylate spirits, aconts, medicines, or even in he grosser industrial forms. This is o real a danger that Russia is offering go rewards for the discovery of processes to make it impossible as a drink,"
