Sir Blward Grey, in his Note in reply to the United States Note, entirely wognises the very friendly spirit of the representations and says that our reply is made in the same spirit and fankness, which will best serv for, the continuance of the cordial Anglo-American relations.
Great Britain concurs in the principle of belligerent dealing in trade between neutrals and shoukl not interfere unless necessary to protect the telligerents national safety, Grent Britain would endeavour to adhiere. to the principle on the understanding that it admits of the right to interfere | when trade is not home fide between the United States and a neutral, but is contraband destined for an enemy.
