CHARGES AGAINST JUDGE THAYER.

Mr. Curtis's Complaints.

In September last Mr. George F. Cortia. sa American lawyer practising in Shanghai, *ppeared befure the Committee on Ex- penditures in the Department of Justice. House of Representativer, and charged Judge Rufus H. Thayer of the United States Court for China with cortain high crimes and misdemencore. The charges Aled occupy several pages in the printed report and they involve other American officials in Shanghai. After bearing the witnesses the Committee decided that the facta presented took the case out of its jurisdiction. and transmitted the evidence and a copy of the charges to the Committee on the Judiciary. According to the latest American newspapers. Mr. D. Clay on, Chairman of the Hots Judiciary Committee stated that when he

sofficially notified of Judge Thayer's re mation ho charge would be automatical- ly pigeon holed. It is felt by the many friends of Judge Thayer in the Far East that he should be given an opportunity to refato the allegations made against him, particularly as he resigned for personal reasons, otherwise he may suffer damago in the future without meriting it
