NOTE ADDRESS.
JCE HOUSE HONGKONG.
MR. BRYCE ON RACIAL TROUBLES.
Suggested "Stay at Home" Policy.
Mr. James Bryce, (who has just been created a Viscount) formerly British Ambassador to the United States, wor
the guest of the National Liberal Club, London, at the house dinner recently. Sir Edward Grey, Secretary of State for Foreign Afairs, presided, and in pro- posing the health of Mr. Bryce made re- ferenen to Anglo-American police.
In this connection he described Mr. Bryce as a grout pacifientor. In addi tion to his services as between England mxd Americu Mr. Bryce had done great Imperial service. He had kupt in touch with Canada, and made them feel that tho. British Ambassador bad the interests of the Dominion to consider as well as
it tlume of us Mother Country, Who Mr.
„Bryce's sexivities at work wore pheno menal, his holidays wore almost na to. markable; in fact, he was like a battle. ship engaged in a pesceful mission. (Laughter.)
The United States, Sir Edward Grey proceeded, was a country which wás go- ing to do much to shape the destinies of the world. I had so much idealism in "It" "that" it was bound, even outside the direct action of its dislomacy, to have a vast effect on the civilisation of the world.
Sir Edward wondered what Mr. Bryce thought of us after his sojourn in Ame- rict Were we cider and were wo wiser? What did bo tiánk of our politics?—”' ■ Ay" to which, as Sir Edward said later, waing an angling metaphor, Mr. Bryce ** did not rise.** Throughout his life Mr. Bryco had been interested in everything. which was worthy of interest, and he had the gift of making what was interesting to himself instructive to otheru.
Air. Bryce, in reply, gavu ne A reBSOD for not referring to party politice a vow he had made not to do so till six months after his return. He was, therefore, not yet unmuzzled. (Laughter.) But bat did not provent him thinking s'great deal. Eschewing, horis affairs, he proceeded literally to review the doings of the world - from China to Peru. America, like our selves, was in an era of change with many problemas to solve. The spirit of social reform there was extremely active, and it might be well for this country to watch many experiments that America was making.
·
The most weighty part of his speech, however, was that in which he referred to race antagonisms, which had recently attained a position of great prominence and scuteness, especially within the limits of the Exitish Empire. On the one hand was imperial citizenship, and on the other the rights we had conceded, to the self-governing Dominions. All wa could do, he thought, was to exert our influcco to endeavour to mitigate feel- lag and to make each party understand the difficulties of und to deal tenderly with the other.
Was it not hetter, be eaked, to induce
each zaco,
Long as this difficulty axist-
ed, to stay within its : Gwn - country and not to encourage afgration? During his visite to various Colonies ho found that our Institutions worn regarded me things 'to bo copied. It was recognised that we were the first, nation that had shown how liberty and order could walk hand. in hand,
