When wo come to suquiro-into what has happened we cannot but feet that the gone approval that has been called forth has been justified. The President's action has been described as high-handed, but it may well be contended that high.
handed sction of same kind or other was
ncessary at this juncture. It is urged that the President's net was unconstitu- tional. Of that we are by no means sure. At the present moment Chins is buing governed under a Provisional Constitu. tion. Why should the Comtitution be merely Provisional? Simply because it is admittedly imperfect. Under an im pericet constitution who is to say what is and what is not constitutional? Even ANDEL der the Frovisional Conltitution the President is held responsible for the mainkmance of law and order, and be is placed in command of the military and zaval forces for this arpress purpose. Whilst the Constitution remains Provi. sical only the must obviously bee wide range of latitudo allowed to be excutive, especially where the qucation at issue is no of the maintenance of law sidert, of the Prime Minister and of the and order. In the opinion of the Pre
Minister of the Interior, the continued existence of the Ewoming Tang threaten- ed the peaus of the country, and the only course to follow was to bring that society tann end. Whether the evidence before those responsible officers of State was adequate or not we cannot say, because us yet it. hoe not been fully revealed to the world, but the presumption is that the aridence was adequate. The blow thus delivered is not directed against individual members of the Ewoming Tang as such, but against the continued exist enue of an organization which, as even the man in the street is aware, has been vary closely in touch with the leaders of the Punitive Expedition and has in per. emmel been closely identified therewith.
It is urged by some that the President's netion is not only unconstitutional but is subversive d all unstitutional prin ciples. We have already pointed out that
