The Reichstag Army debate brought practically the same charge from competent speakers ; and now: & competent authority outsido pusty polities has written a book to prove it. This authority is Professor Otfried Nip- poldy who contrasts Germany with Frane, saying that Freuch war feeling kas on the whole of late declined, whero. De German has steadily risen. The tif cumstance that Germany is on such good terms with England, and has just colla- berated cordially with France in Balkan affairs, does not medify his contention. The fact is that German Chauvinism. exists entirely independently of relations to individual Powers. "It is a philosophy - way of thinking-as Professor Nip pold shows, which does not requiro las- objective may particular foe. Wherees French Chauvinism and British Jingoism rugo only in times of international orisin nad are therefore more or less tempor- ory extravagances, German Chauvinism rages, though in a quieter way, at all times; and therefors can be stronger in the year of concord 1913 than in 1911, the year of serious threat of war..

The doctrine that war "fooling and militarism grow in intersity the more they are fed is well illustrated by the strong Army and Navy agitation which is going on just now. The Socialist, Herr Pabies, bows with some reason Be everything in domestic and inter- national policy during the prosent year ought to make for a dochinë of militarist preaching; but bag had precisely the spposite result. He mentions the fol lowing factorsThe successful passing of the great Army. Increase Bill to meet | Vasi,—Ngau Obni Yak the expected now threat from an anti- Austrian (and therefors anti-Gurman) coalition of the Balkan States. That alone ought to have satisfed armamente agitators. But since the Balkan States fell out, and the prospect is that fight ing between themselves is all the fight ing these States will over do, the poi tion of the Triple Alliance is doubly

enred. While France's move back to wirds three years' service balances the German increase, the Austro-Hungarian Army has lately boon increased. The situation, says experte, is not only not more dangerous for the Austro-German bloc than it one before the war with Turkor, hut much less dangerous; for ever since the samexation of Bosnis in 1909 there was a risk that Servis would joins France and Russia in war, whereas | Partridge,--Obe Khoo now Servia has as much as she can do Pheasant,-Shan Kai to defead bersell in the coming war of
