The Chinese paper Union Review pub- lishes an account of the regulations for the General Railway Company of Chien, } organised by Dr. Sun Yat-son. According to this report the company is given fairly wide powers, but the government has the right to interfere if the construction work is not carried out promptly. Also," the. government may superintend the railway and the traffic. It may redeem any rail- way within a certain period of tizne on tarins similar to those of other companies. All the railways will bo under the protec.. tion of the government. They will be at the disposal of the government for mili tary: sorvice in time of war. In time of posen the charges 'ars to be reduced or romitted for the transportation of soldiers or famine refugees. The government can cogulate the troight. The company's pro- perty may not be leased.wholly to another syndicate, and in case a portion of the company's property be leased, the govern- ment's permission should bo': first ob taired."
