LONDON, March 8. "The Timos," in discussing the bitch regarding the Chinese I^no, "states that it does not doubt, that the mis. understanding may be adjustable, and urges that the proposed control should not be allowed to extend to political objects or involve undue meddling with Internal' administration. The journal „does not believe, also, that Yuan Shib K■i intends using the loan for ag gressive purposes, and the slightest indication that it would be used, for example, to assist the Chinese who are atill hovering on the eastern border line of Tibet would instantly close British pocket. The journal thinks that until proof is shown to the ontrary it is renaonable to assume that China deserves help if asked, and attaches importance to the com paratively tranquil conditions in China during the past twelve months, and the prosperity of trade to Yuan Shib Kai, who has furnished a solid anawer to critics by continuing to hold ground in face of the most doleful prophecies.
