LONDON, March 8. The journal thinks that until proof is shown to the ontrary it is renaonable to assume that China deserves help if asked, and attaches importance to the com paratively tranquil conditions in China during the past twelve months, and the prosperity of trade to Yuan Shib Kai, who has furnished a solid anawer to critics by continuing to hold ground in face of the most doleful prophecies.
