aian element in the international com- bination, these two English £ima became members of the Russian group. Is is stated that they would certainly have pre- bo Reacciated with an English ferred group but no option was left them.
On behalf of the Eongkong and Shang- hai Bank it is pointed out that this in- stitution interested. Itself in Chizese, loans when nobody else would look at them. and it recognises the impossibility of continuing its monopoly, against which a number of English houses have pro- tested to the Foreign Ofico. The vexed topic of the Chinese Loss will be dealt with in a Blue Book in the near future.
MASTERPIECE OF CHINESE ART.
A remarkable work m Eastern Art which will find a place on the shelves of Asiatic libraries has just been published by Mess. Heinemam. The title is
Epochs of Chinese and Japanese Art: An Outline History of East Asiatiq 'De- sign," aul the authur, Emost F. Fenci lose. The two volumes are priced 36. which will militate against a big sale.. The work is the most complete survey of Chinese and Japanese at that has yet bean published in this, comtry, and its history is worthy of rote. The two volumes represent three years' devoted labour by Mrs. Fenolloss upon a roug pencil draft by her late husband, who was
formerly Professor of Philosophy in the IRAMBIA, UP Kami Arts to the Japanese Government. That Mrs. Fonolloss had difficult task is readily appreciated when it is stated that the original manuscript was little more than a rough draft of the finished work which the Professor in tended to make. Many historical dates, the names of temples, Sarkut and Chi- nean names, and even the full names of artists were often left a blank. Various English, American and Japanese authori tios gave generous assistance to Mrs. Feuolloss to whom belongs the chief ores dit for a task which may fairly be called monumental.
The late Professor was of iniand Spanish and American parentage. Ea father was a professional musician who left Spain in boyhood, settled in America and married one of his pupils. Their son had a distinguished university career and obtained his Tokio appointment in 1878. The actual writing of the present work www not begun until the summer of 1906, and "ih eno magnificent effort the pencil draft was completed in three anoaths. The Professor was then in New York and he was unwilling to revise the manu. script without another visit to Japan. His wishes were not realised for he died suddenly in London in 1908, and, as may be reoilected, his ashes were removed by the Japanese Government from Hig gate to a permanent hans in the temple grounds of Mildern, overlooking Omi.
While other writers have done splendid work in special branches of Chinese ad
singla aesthetic morement. He retuses to recognise any barrier between pictorial and decorative art. Historically the work la easy to follow. He regards Chinese ary as first Pacific, second Mesopotamia, and third India Buddhist. Ita obscure begin- nings he dates somewhere about 300 B.C. After two earlier faint waves of
force it rises to its third and stronger creative effort with ths. Han Dynasty (200 B,0.2%LA.D.), 'and then, after so interval, to its culmination under the Tang Dynasty in the eighth century and į hardly lower erest under the Sung Dynasty in the eleventh and twelfth cen- turi. An interesting part of the book for the general reader is that dealing with the great Sung School of the poetical interpretation of nature in landscape. One must not me away with the des that the work is addressed exclusively to scholars. On the contrary it is written for all those who would try to form a clesz conception of the essential humanity of those peoples,**
TUS ARMOUR RINO,
Under the heading "Chuos at the Ad. miralty," The Pall Mall Gazette " statos that matters are not going well with Mr. Churchill's administration of the Navy. The completion of the exist ing shipbuilding programmes is getting further and further into arrears. Whils the Government dockyards are completing their work well up to time, the ships building in the private yards are being delayed, beyond all reason. For instance,
in 1813, is not expected to be ready until the spring of 1914, and other ships will be much behind time. The Aus tralia and New Zealand, ordered in 1900, are also unlikely to be ready this year. is stated that the treablo arises, not from labour disputes, or any other avoidable cause, but from the jealousies of the Armour Ring, and people are ask ing whether the time has not come when in the national interest, a determined uttempt should be made to break down their monopoly..
In another direction, also, Mr. Chur- chill is disappointing the expectations nĚ those who hoped to find in him a strong and fearless administrator. The men of
