The Times of the 18th lilim con cains the following account of Sir Froderick Lugard's departure for his. Nigerian poet. Sir Frederick Logard is. well-known in the Far East as Governor, until the early part of this year, of Hong- kong-

To-day Sir Frederick Lugard leaves this country for West Africa bearing two emmissions, those of Gorarnor of Northern and Governor of Scathorn; Nigeria. Thus events paved. the way for a fuller realization of Imperial responsibilities in the administration of West Africa. At the request of Sir Percy Girouard, Lord Crewe appointed a Com- m'ttee lo examine the question of Northorn Nigerian land tenurg' with a view to legis

tion. The initiative thus taken has been flowed by Mr Harcourt, who has nomi

nated & Committee which has been or trusted the task of c vering the whole of West Afriesa land tenure. This problem beyond all others must govern the natura of our relations with the 20 million Weat

RUSSIA AND CHINA.

The Mongolian Question

The Feking correspondent of the Asahi ires that the Russian authorities in Peking eciare that the Vics-Minister of the Wai- wu-pu promised to withdraw the Chinese troops from Outor Mongolia two weeks ago, but the Chinese troops still remain on the boundary of Outer Mongolia. When these troops were on the march, they wrecked and looted the houses of the Chinese sud Rae fans along the route. This action of the Chinese troops has compelled the Russian Government to reinforce the Russian army in Mongolia for the protection of the lives and pro- The Chinese perty of the Russians.

Le Governmout, which professca to desirous of conciliating the Mongolians, has nevertheless sent 12,000 troopa inte loner Mongolin, and is menacing the boundary of Outer Mongolia. In these circumstances the assurance given by the Chinese Government cannot be accepted. [The statements in this dispatch are from a Japanese source.]

A Mukden message states that according to a report from the commander of the Chinese expedition, order has been restor. u at Tacpan-fu. The Mongolian troops killed in the fighting in the neighbourhood of Taonan-fu number 628 and 702 prisoners were taken, while the casualties of the Chinese troops are only 23 killed and 30 'wounded.
