Lack, neck- ing a temporary injunction against Fred. erick W. Taylor, director of agriculture, to prevent the molestation by quarantine

of six head of caitle which Mr Lack inben to bring into the port from Hongkong. against [which city an embargo has been

declared by the bureau."

The complint filed by Judge Waite alleges that his client in the nwner of the six animals in question, and that they were purchased for the express purpose of in- porting them into the Philippince. That his client has mada zumerous verbal or written applications to the defendant to be allowed to bring in these cattle, but that the defendant has either' avoided or neglected to reply to these requests.

Further the complaint states that the eattle are entirely free from all commuci. osble animal disesser, and have been so free for several menthe past.
