OCEANA WRECK, JUDGMENT.

Draatio Geitlokum of DefooÈS.

Judgment was delivered on June 25 at Caxton Hall, Westminster, on the low of the P. and O. steamer Oceana, involving soventen lives, in the English Channel on March 10 after collision with the Ger- man barque Pisague.

The officers of the Pissgun were exoner. ated from blame. The certificate of som? – petency of the chief officer of the Cocana was suspended for six months; the master was severely censured and blame was attached to the third officer. Sharp ori-. ticism was also pronounced on Board of Trak inspection the inadequacy of öquipment of some of the lifeboats; nbs sence of sufficient instruction in the put- Hng on of life jackets; and the metheil of dealing with lifebuoys.

Mr. J. Dickinson, the metropolitan mingistrate, who, with three nautical as- asseges, conducted the inquiry on behalf of the Board of Trade, said in the course of his judgment that the court fimul that *"good and proper look-out was kept from the forecastle head of the Oceana but not by the chief affeer and supernumer- acy second officer on her bridge, Sho was not navigated with proper and seaman. like care. The collision was caused by the Ogona wrongfully attempting to cross the bows of the Pissgun.

INADEQUATE INSPECTION OF BOATS,

The vessel carried bouts ensiderably in excess of the Board of Trade requires ments. They were sufficient, and all were in good condition, save the starboard cutter tihe nëcident host), which lenked badly. The court did not consider that the bout inspection at Tilbury before the voyage commenced by the two Board of Track surveyors was adequate. Neither was by profession nequainted with the practical handling of hosts. One of them explained his perfunctory inspection by saying there was a misunderstanding with the other surveyor. It was much to be gretted that such a misderstanding was possible. When ships' beats reached a certain age, say heen years, the examination should be snove searching.

A the other life-saving appliances were suficient, in good condition. ‘and At and ready for use.

LACK OF AN ANE.

The court commented adversely on the agulation which requires only four of the bents to have the full equipment set out in Bules 5 and 6. **It would be email consolation for people adrift in the fifth or sixth boat to know that four other bents had been properly equipped, especi ally if the four other beats had been destroyed." The cons expressed the hope that the rules will be revised and amended. There was an absence of axes, This apprehension of having them stolen when in port had led to a practice of not keeping them in the bouts. This was most unfortunate. It was highly prob able that had an oxe been a hand No, 1 lifebont might have been cut adrift in time to prevent her overturning. The Board's wurveyors ought not to have "passed the boats without observing this

breneb of Rule 4.

Lamps were placed encl evening in the two emergency bouts mly, the remainder, being kept ready trimmed in the lump- room. Both lanips and compasses ocght to be in the hosts.

TRAGIC IGNORANCE.

The captain put on his lifejacket wrongly, and the steward tied Miss Thur- low's life-jacket around her body without plazing the tape over her head. It was nothing less than tragic that an appliance designed to save life should sometimeḤ, by misapplication, he the occasion of the loss of it. The court suggested that in a conspicuous part of passenger ships and in the cabins there should be put up an illustration of the method of adjusting lifa-jackets, and if possible passengers should be instructed in their use.

Some of the crew were not conversunt with the method of dealing with the

THE CHINA MAIL.

while the vessed was still under? way. For the failure to take adequate measures to rescue the person thrown into the water the court saverely genenred the Buster and chief sfeer, und attached blame to the third offleer,

Farourable opinion is expressed by the court- of the conduct of the laser deck hands, who were Khalexis mostly front the const towns north and south of Dom- bay. They behaved quite well and were ofleient and disciplined. The unfavour, able opinion of the Khalasis formed by sanu of the passengers probably aros from confusing the Goanese (Portuguese half-breeds acting as stowards, who are net specially noted for murige,, with the Inscar Mantell,

"The court is left with a feeling of disappointinent mid almost dismay that the elaborare system built up by the

pany through long years of experience in passenger traffic should have tiled in the mement of trial in not particularly dit- ficult circumstances," "hu: lesson to be drawn was the red for the superinten dents to enforce practice.

||

Mr. Naylor, the chief nicer, said the decision was unjust so far as he was on. corned,

Ships may be built too huge for protit or safety, asserts the, London Bronomit, which for the last three or four years has strenuously combated the new mania fur building monster vessels, wither for pesco (Pws or war. This it says, apropos of the fate of the Titanic, which, when it was launched was the biggest ship ever dostud Fut the mania still prevails, and the tiermans are bitten by it. We learn from the prees that the new liner Imperator, launched recently is nearly 4,000 tons heavier than the Titanic, and has a length of 20 feet, or more than four city blocks. She has beam of 96 feet, and her essential structure weighs 50,000 tons. She will have L Ritz restaurant and a swimming-wol. She has a double bottom and ccal bokers at the sides, which gives her a double skin. She is equipped with 3-series of transverse Bulkheads, which are closed by hydraulic power controlled from the bridge,

The Economia thinks the Briti-h Admiralty is largely to blame for starting the craze. The Dreadnought fashion was introduced by British naval designers, and has already cost the taxpayers of the world *almest incredible millions.". To quote further:
